Finkbeiner names development chief

Toledo Mayor Carty Finkbeiner on Thursday morning named a director of development after serving as his own economic development chief for most of his four-year term.

Ricci L. Gardner, a former Dana Holding Corp. executive who was a finalist earlier this year to become president of the Toledo-Lucas County Port Authority, will serve as the city's top development official for the rest of Mr. Finkbeiner's term, which officially ends in January.

The mayor said he will be paid $90,000 but that salary will be paid from funds from a federal community development block grant.

Earlier this year, Mr. Gardner had been a finalist for the port job, but it went to Michael J. Stolarczyk, an executive with an international logistics firm, was named to the post instead.

His job while at Dana was as global vice president, logistics, responsible for managing logistics, property, and facilities, including $300 million in annual transportation spending and 226 facilities.
