Toledo Mayor Carty Finkbeiner shares a laugh with his successor, Mike Bell, as the pair meet in the mayor's office on the 22nd floor of One Government Center. The two met yesterday morning to discuss the transition between the two administrations. Mr. Bell was elected in November and is to take the oath of office Monday. Mr. Finkbeiner did not seek re-election.
