Waterville Council defeats trash-fee plans

Waterville Village Council has defeated two proposals to adopt a monthly fee to pick up trash and recyclables.

Councilman John Gouttiere’s proposal for a $10-a-month fee was defeated 4-3. Councilman Ann Cherry’s proposal for a $5-a-month fee was defeated on a separate 4-3 vote.

The village’s proposed $3.2 million operating budget includes a $4-a-month trash fee, but council failed to adopt permanent appropriations at its 3 -hour meeting Monday night.

Instead, council voted 7-0 to extend through the end of March a temporary spending plan it adopted in December.

Council is trying to pare expenditures because income and property tax receipts have declined, as have state funding and investment income.
