Mr. Latta, who voted against the 2008 bank bailout and the 2009 stimulus and health-care plans, said Tuesday he agrees federal spending must be reined in. He suggested paring back the federal budget to the $2.9 trillion baseline it was in the 2008 fiscal year under President Bush.
