Holly Burgete and her husband, Gabriel, comfort their son, Louis, 3, during a rally at the Lucas County Courthouse in recognition of National Crime Victims’ Rights Week. Mr. Burgete’s son, General Hurst, was murdered Dec. 31, 2006, in Toledo. ‘He never got the chance to meet his brother [Louis],’ Mrs. Burgete said. The rally Monday was planned to inspire victims of all crimes, from homicide and rape to domestic abuse. President Reagan instituted National Victims’ Rights Week in 1981 as an annual observance to bring the victim-assistance community together to raise public awareness of their rights and the services available to them.
