Dog pound among downtown customers without power

The Lucas County Dog Pound was one of the customers to lose power Thursday, but it implemented power generators to help cool the dogs.
About half of the 6,000 Toledo Edison customers blacked out by a substation problem on Thursday afternoon have had their power restored, and the other half should have lights back on shortly, utility spokesman Debbie Paul said at 2:30 p.m.
The cause of the problem, which involved a tripped circuit breaker at the Hawley Street substation, remains to be determined but is not believed to be heat-related, Ms. Paul said.
One of the customers still without power was the the Lucas County dog pound, said Lucas County Dog Warden Julie Lyle said.
Ms. Lyle said the facility activated all three of its power generators to power electric fans, which are located near the cages that hold the dogs.
The air conditioners in the building were still down as of 2:45 p.m., she said
