Workers take to Toledo streets to patch potholes

Ernest Persley, left, and Marvin Arnold use cold patch to fill a pothole on Phillips Avenue at Haverhill Drive in West Toledo. Crews from the city of Toledo’s Department of Streets, Bridges, and Harbor were out Monday repairing some of the damage resulting from the frost-and-thaw weather cycle.
