Payments to firms withheld after Mich. roadway cracks

ST. CLAIR, Mich. -- Payments to firms involved in a $255,000 St. Clair Highway project have been withheld after a crack developed between two lanes of pavement.

Mike Harrington, St. Clair Department of Public Works director, said he noticed the crack last month -- weeks after work ended.

Councilman Mike LaPorte said payments were being withheld from Anderson, Eckstein and Westrick, a Shelby Township engineering firm, and design firm McDowell and Associates of Ferndale.

Shifting was expected from the soft clay soil on a slope beneath the pavement after work was completed, John Lamb of the design firm said, adding that the city's best option over the winter is to seal the crack.
