The former acting secretary for Laborers Local 500 pleaded guilty Monday to a misdemeanor charge of theft for collecting unemployment compensation while she was working.

Charles McDonald, an assistant county prosecutor, said that as part of a plea agreement, Ms. Bey-Palmer has agreed to pay $14,057 in restitution and penalties to the Ohio Department of Job and Family Services.
