Former union secretary pleads guilty to theft

The former acting secretary for Laborers Local 500 pleaded guilty Monday to a misdemeanor charge of theft for collecting unemployment compensation while she was working.

Patricia Bey-Palmer, 43, of 2731 Glendale Ave. admitted she received $11,246 in unemployment benefits between June and November in 2013, while she was working. She is to be sentenced July 21 by Lucas County Common Pleas Judge Ruth Ann Franks.

Charles McDonald, an assistant county prosecutor, said that as part of a plea agreement, Ms. Bey-Palmer has agreed to pay $14,057 in restitution and penalties to the Ohio Department of Job and Family Services.
