Sylvania withdraws petition to annex properties along Holland-Sylvania Road

The City of Sylvania has withdrawn its petition to annex 3.35 acres of Sylvania Township property along Holland-Sylvania Road.

City Law Director Leslie Brinning informed the Lucas County Commissioners at their meeting today that it withdrew the petition to annex township property into the city because one of the signers indicated they wanted to remove their signature.

The petition, filed in April, was for properties located at 4503, 4455, 4443, and 4439 Holland Sylvania Rd. Two of the three property owners had signed. The commissioners had continued a June 17 meeting to review the petition. 

Judy Boutros, who owns one of the properties said she decided to withdraw her signature because she thought she would benefit more by staying in the township when it comes to paying property and income taxes. The property she owns is vacant. 

City officials originally approached the property owners because they thought they would benefit from joining a Community Reinvestment Area, or CRAs where property owners can receive tax breaks for improvements made to buildings or homes, since most of the properties were undeveloped.

The tax on the increased property value is eligible for abatement for up to 15 years.

Last June council restored three of its nine CRAs, while extending two of them. Most of the CRAs had been inactive since the 1990s. The four properties in the annexation request are near a CRA district that the city is considering for expansion. Ms. Brinning said the city will still move forward with the expansion.
