The Lucas County Board of Elections Sunday upheld results of the Sept. 15 primary election it previously had certified, keeping Terry Biel in the race for one of six at-large Toledo City Council seats.
The board was required to do an automatic recount for 12th place in the council's at-large election because the difference between Mr. Biel, a Democrat, and the 13th-place finisher, Republican Mark Clark, was less than one-half of 1 percent of the vote. In the council race, 39,113 votes were cast. The final tallies showed Mr. Biel with 5,504 votes and Mr. Clark with 5,330.
The top 12 finishers in the primary election will compete in the Nov. 3 general election for six at-large seats on council.
