The Rockets cut the lead to 52-51 on a Werner layup with 14 seconds to play, but Central Michigan's Sharonda Hurd put the game away with two free throws with nine seconds to play.
"Both teams had their opportunities, but Central Michigan stepped up and made enough big shots down the stretch to win," Toledo coach Mark Ehlen said.
