Fulton County has 26,477 voters registered for Tuesday's election out of a total population of just over 42,000. That means most people of voting age - 18 and above - are registered. But in the primary elections of recent years, turnout has been light.

2001: 3,667 or 13 percent of registered voters
2000: 10,296 or 38 percent of registered voters in the presidential primary
1999: 4,174 or 18 percent of registered voters
1998: 8,539 or 32 percent of registered voters in a contested election for county commissioner, governor, and state senate candidates.
