Veteran campaigner David Ball announced his candidacy yesterday for the Toledo Council District 6 seat.
His opponents are Republican Councilman Joe Birmingham and Democratic challenger Lindsay Webb, but Mr. Ball, a Green Party candidate, said his real opponent is the two-party system.
"You get the truth from me," Mr. Ball said. "I don't tell you a bunch of stuff."
Mr. Ball said the system squelches participation in local government. He said he will not accept donations from political action committees.
District 6 includes Point Place, parts of West Toledo to Douglas Road, and parts of the Lagrange Village.
Mr. Ball, 29, of 411 California Blvd., has a bachelor's degree from the University of Toledo. He works at Al's Deck and Fence, which his father owns. He is married and has a 15-month- old son.
Mr. Ball ran for the district seat in 2003 and 2005.
As in those earlier campaigns, he plans to emphasize the cleanup of the Ottawa River. He said in a statement that a healthier river would create economic and recreational opportunities.
The primary election will be in September, after which the top two vote-getters will compete in the November general election.
