Suspect in assault ruled incompetent for trial

A former resident of the Plaza Care Center nursing home in central Toledo yesterday was found incompetent to stand trial in Lucas County Common Pleas Court.

Scott Bowes, 36, was charged with felonious assault after he hit another resident several times on March 9.

Joseph Pipa, 55, told police he was sleeping about 9:30 p.m. when he was assaulted in the nursing home, 2005 Ashland Ave. Mr. Pipa was treated at St. Vincent Mercy Medical Center.

Judge Ruth Ann Franks, using a report from the Court Diagnostic and Treatment Center, declared Mr. Bowes incompetent to stand trial.

She ordered him into a locked ward at the Northcoast Behavioral Healthcare System-Toledo Campus, where he will stay until he is evaluated again.
