The Ohio Environmental Protection Agency asked for public help yesterday in finding the person who apparently dumped a container filled with an oily substance in East Toledo last month.
The container, which was 15-feet-long by 6-feet-wide and filled with a tarlike substance, was found in a secluded spot near York Street, Otter Creek Road, and Collins Park Avenue early last month.
