The grain vessel Cuyahoga appeared to take on water Thursday night docked east of the DiSalle Bridge, authorities said.
At least one person was injured.
Toledo fire and rescue units, including the water rescue unit, responded to the vessel about 10:15 p.m. Authorities said nearly 20 people were aboard. They were to remain aboard while work continued to stabilize the vessel at the grain dock on the north bank of the river.
The U.S. Coast Guard also came to the aid of the vessel.
